You will be able to …Use your knowledge to comply with the various regulations from USDA concerning program operation. This is somewhat of a complicated program and you will feel competent to use what you learned to manage the basics of Rural Development. Rural Development is probably more “hands on” as far as supervision when compared to other affordable income programs. This program has been around since 1949 and has helps thousands of people by providing reasonable, safe and sanitary housing. RED is very focused on property condition and wasn’t the tenants ha have a good place to live that they can call home. 

Because of budget cuts, many USDA  Rural Development  offices have not been able to provide much training. This course will give you what you need to know about the program. This program goes over the basic occupancy and compliance requirements of the USDA’s housing assistance program. This is a popular program in rural areas and in communities of populations less than 10,000. This program mimics HUD programs in some respects but there are numerous requirements that are different. The goal is to assist those with low incomes to afford safe and sanitary housing.

  • Calculation of income and assets
  • Tenant rent

Benefits: You will learn …How to successfully manage a rural development property and what are the regulations that are required to be successful. This is a somewhat complicated program. It mimics HUD in some respects and uses the HUD handbook 4359.3 for assets and income and has its own regulations published by the national office of USDA for guidance in areas of setting rents and utility allowances. This program also uses income limits for very low, low and moderate-income levels. It also provides for rental assistance (RA) for some tenants who qualify. If they do qualify they would just pay a maximum of 30% of their adjusted income
